Laura Payne-Bourcy has been consulting with public schools, not-for-profits, higher education, and foundations for more than 20 years. Payne-Bourcy holds a Ph.D. in Reading and Language Arts and School Leadership from Syracuse University where she defended her dissertation with distinction. She is certified to teach elementary grades (nursery school to grade 6), Reading (K-12), and English (7-12).

She holds building and district-level leadership certifications (principal and superintendent). She has served as visiting faculty at Syracuse University and SUNY Oswego in Literacy Education and is Associate Director of the Office of Professional Research and Development at Syracuse University where she oversees evaluation of federally funded initiatives including those sponsored by the Department of Defense, United States Department of Education and National Science Foundation. She also has experience as a BOCES program administrator.

Laura Payne-Bourcy Consulting Services (LPB Consulting Services) was developed to provide critically needed, but otherwise unavailable services to not-for-profits, higher education, foundations, and especially public schools. With MWBE certification, LPB Consulting Services is positioned to assist not-for-profits and public schools in a variety of ways.
